Here in the US, we attempted to nail HSBC for doing business with terror, as well as drug cartels. They actually BUILT special windows for the drug cartels, as their average windows in their banks weren't quite big enough. We had them dead to rights, and they even admitted their involvement (with the cartels) but, we decided not to prosecute, because they were "too big to prosecute".
When a corporation, especially a bank, is shown that there will not be consequences to their actions, then corruption is to be expected.
